Parking in URA parking lots requires the uses of parking coupons. No coupons - you get a fine.
But the parking cops do not have jurisdiction outside the specific boudaries of the URA carparks. So if you ride a motorbike and do not have coupons or there are no parking lots left, just park on the foot path next to the URA carpark and you wont get a ticket - from the URA parking attendents anyway.
If a traffic cop comes by you may get a ticket, but its not likely as they dont look for stuff around the URA carparks.
